Everything Except Fabric Softener: The Store For All Your Non-Fabric Softening Needs! is a large shopping center, selling nearly everything you would buy in any store ever, minus Fabric Softener. The store is used as a humorous convenient plot device used throughout George and Harold's adventures.

The Wrath of the Wicked Wedgie Woman
Robo-George and the Harold 2000 sprayed spray starch on the heroic Captain Underpants, hindering his powers and they then hanged him by the underwear on a flag pole. The Captain's mind believed that his powers would not work until he got fabric softener on his underwear, thanks to the fact that he is in fact Mr. Krupp in a hypnotic state.
In order to convince him to get back to fighting the robots, George and Harold rush to Everything Except Fabric Softener, which has recently been opened. Much to their forehead-slapping frustration, they find that the store lacks anything involved with softening fabrics, and simply bought some paper and writing utensils to create a comic that convinces Captain Underpants to get over his weakness by revealing that he is immune to it due to a special power inside of him.
Afterwards, George ran back to the store to buy a whole box of hair-removing spray cans that he labels as Extra Starch Spray. The trick fools Wedgie Woman into spray a number of the cans into the air in an attempt to defeat Captain Underpants, but it instead removed all hair within the vicinity.
Revenge of the Ridiculous Robo-Boogers
After luring the three Robo Boogers away from the airport, the robotic monsters chase George, Harold, and Captain Underpants to Everything Except Fabric Softener, which conveniently had an outdoor sale on shoes, toothpaste, and oranges.
The oranges greatly harm the Robo-Boogers, and the three heroes used all the fruit available from the store to destroy them.
The Terrifying Re-Turn of Tippy Tinkletrousers
After George and Harold exited the Piqua Juvenile Detention Center, George and Harold summon Captain Underpants, who, lacking his cape, ran to Everything Except Fabric Softener, which was having its Semiannual Lazy Storytelling Sale. Captain Underpants then manages to purchase a superhero cape from aisle thirty-nine between diaries and wizard hats.
